The Dog and Cat Management Act 1995 (45C) requires greyhounds have a muzzle securely fixed on their mouths’ so as to prevent them from biting any person or animal and must be under effective control by means of physical restrained held when off the owners premises. The maximum penalty is $250 and expiation fee is $80..

The Dog & Cat Management Board SA may grant an exemption to this rule. This was made official through the Dog and Cat Management Act in 2004 and again reviewed in 2010. Section 45E of the Dog and Cat Management Act 1995 states that

  • (1) The Board may, on application or of its own motion, exempt a person or class of persons from having to comply with a specified duty under this Division.
  • (2) An exemption is subject to the conditions (if any) imposed by the Board.
  • (3) The Board may, at the Board’s discretion, vary or revoke an exemption.
  • (4) The Board must give written notice of a grant, or a variation or revocation, of an exemption to the applicant.

According to Greyhound Adoption Program South Australia (GAP) website, GAP SA and its assessors have been awarded Dog & Cat Management Board approval to issue unique Green Collars and special un-muzzling certificates that clearly identifies the Greyhound as having graduated from our program and thus, are exempt from the SA muzzle law.

According to the GAP website, the owner receives a workbook with a simple program of practical exercises to work through with their dog to help it adjust to domestic life. At the end of three months, the owner will be notified of an assessment date/time and will bring the dog to the GAP assessment area for the "green collar" assessment.

The fee for the assessment is $100, which does not guarantee that the greyhound will successfully achieve green collar muzzle exemption status.
