The Dog Act 1976 has recently been amended to enable appropriately retired racing greyhounds to return to the community as pets without having to wear a muzzle.
The Dog Act 1976 states that "A greyhound must be muzzled in such a manner as will prevent it from biting a person or animal unless — (a) it is in or at premises occupied by its owner; or (b) it has successfully completed a prescribed training programme."
"A penalty fine of $5,000 applies."

The Dog Regulations 2013 prescribe that "Greyhounds as Pets" conducted by the Western Australian Racing Association (GAP) are a training organisation for the purposes of exempting a greyhound from wearing a muzzle. They are able to conduct an assessment of a greyhound to determine if it can be awarded a green collar. A fee will be payable..

According to the website of GAP WA:- GAP WA follow the National Temperament Testing Assessment procedures that was developed jointly by all official GAP programs around Australia. It was written by a qualified Animal Behaviourist, in conjunction with each State GAP program and drew upon the collective decades of experience of these organisations.
- Greyhounds that were previously adopted prior to the legislation change still have to go through an assessment for a green collar. The assessment is overnight – the greyhound will be dropped off on a Monday between 8am – 10am and picked up the following day between 4pm – 6pm – the cost for this assessment is $75..
- Greyhounds that were not adopted through Greyhounds As Pets have to do a 4 day assessment – they are dropped off on Monday between 8am –10am and picked up on Friday between 8am – 10am or 4pm – 6pm. The cost for this is $175.
